The program was originally introduced by Democrats and President Roosevelt. It is a common urban legend/Internet myth that Roosevelt originally promised it would be voluntary. Unfortunately, this is untrue. Like all taxes, participation in the program was never going to be voluntary. However, when the program first passed, a large amount of jobs were not covered by social security. Thus, workers could opt not to pay FICA because their job wasn’t covered.
