In general liquor has a higher alcohol volume. You can however find some very low alcohol content liquors (under 20 proof) and some very high content beers (over 25%) Japanese sake is a beer because it is made from grains, some of that can be very potent.

You can get drunk quicker doing shots of hard liquor because it is the same alcohol content as a beer but it takes much less time to consume, therefore you could take like 5 shots in the time it takes to drink a single beer.
