The best choice is always a single paged resume and a cover letter. If you are just passing out resumes to various companies (without knowing what positions may be available) you should still write a cover letter. In it you should just say why you’re such a great employee, match for the company, and why you are looking for any job within the company (i.e. the company’s promotion policies, values, stability, etc.).
