Well both are suitable but mostly it depends on what effect you want to create in the paintings. One has to take both of the sets and use it in making different effect in the paintings. Once you knew what kind of effect you can do with pencils or tube paints then it will be too easy to use a particular thing for a particular effect in drawing and paintings.
