That depends entirely on what you’re looking for and what you deem to be “magical”. In the purely magic sense there’s probably more of it overtly visible in Harry Potter. Lord of the Rings has a lot more of the magical undercurrent which isn’t neccesarily described and analysed. Also it’s a consideration between whether you prefer a more action based and epic movie (LOTR) or a more child/family friendly pleasant movie (HP). Ultimately it’s all a matter of taste and preference – personally I prefer the Lord of The Rings for its artistic and epic scale and all those undercurrents hinting at a greater more complex tapestry of magic working within it.
