Website Bots are by far the most popular because they are available 24/7 for people to talk to them. IRC Bots can also be connected 24/7 but would have less exposure than a Bot on the Internet. Of course it is possible to make a Bot in all 3 formats but if I had to pick it would be a website Bot.
