you cant just say which one has greater mass, that is up to you, depedning on how much you put on, however, i can tell you that oil is less dense than water, if you mix oil and water in a glass, the oil will all move to the top proving that it is leess dense than water. if you have the mass and volume of something, do Mass divided by volume to get the density.
