You bought a “modded” console, meaning that it had a “mod chip” installed so your Wii would not be region locked and could play games from different regions–as well as bootleg copies. As your Wii is Japanese, I would say there’s a good chance your mod chip is the one called a “wiikey” (of course, the only way to know for sure is to open your console, look at it and compare it to the other available mod chips.)
