EPA and the U.S. Coast Guard have the authority to independently issue a UAO to a responsible party directing them to clean up a release of hazardous substances. The Departments of Agriculture, Commerce, Energy, Defense and Interior, with the concurrence of EPA or the USCG, have the authority to issue a UAO for a release of hazardous substances on land under the jurisdiction, custody, or control of the respective departments.
