Which factors (internal and external) influence the design, delivery and performance of the laboratories, and in what way?
Sufficiency of resources, especially funding, was raised as a significant constraint on design, delivery and performance by interviewees and by web survey respondents (Table 21). All internal and external interviewees agreed that more funds are required to ensure regular updating of equipment and to attract and keep high-profile researchers. Both internal and external interviewees commented on the inadequate contracting process and expressed frustration with federally imposed policies. Despite the constraints that exist, staff provide a high-quality service to the laboratories’ clients and partners.
