Which document is considered to be the first Emancipation Proclamation?
Lord Dunmores a proclamation. He was the Royal governor of Virginia in 1775 and needed help in fighting the rebels for fear of what would happen to the colony. He got this help by declaring that all slaves who helped would become free. Virginias congress reacted by deciding that all escaping slaves would be subject to execution. However, it was the first mass emancipation of slaves, the first Emancipation Proclamation.
