You would want to get a bachelor’s degree in your chosen field. Different Universities offer different majors that may fit your needs. To become a programmer, you may want to look into a Computer Science degree or see what other IT majors they offer. At the university I attended, computer science and computer engineering are two different things. Computer science dealt with the theory of computing and the development of software. It touched some on the hardware, but not a whole lot. Computer Engineering dealt with the hardware aspect (design and theory). It touched on the programming and software concepts, but not a whole lot. Contact a university and speak with a course adviser(s) for the different schools (eg: school of engineering or school of science at the universities) to see what major and courses they recommend to fit your goals.
