You left off Jordan, which borders the Red Sea at the Gulf of Aqaba. Both Jordan and Saudi Arabia have monarchies. Oman has an Emir, which makes it a monarchy also. Kuwait has an Emir, but does not border the Red Sea. Kuwait is in the Persian Gulf, and Morocco is in northwest Africa, south of Spain, with the MediterraneanSea and the Atlantic Ocean. Only Egypt holds elections.
