Which country or countries are best known for their neutrality?

Switzerland’s neutrality has come into question over the last couple of years by the layman as well as the critics. I use to feel the word ‘neutral’ was synonymous with the Swiss, now frankly I feel its a bit of a farce judging by some of their internal policies as far as second class citizens & their rights are concerned. I was also perturbed by their reservations & refusal uptill recent times to join the Schengen agreement in which most of greater european states have found innumerable benefits. Per se, in these times I feel a country like New Zealand seems unofficially a whole lot more neutral.
