If you mean the first man controlled space shuttle then that would once again be Russia in 1961 with the shuttle Vostok 3KA-3. Basically Russia was the first country to do anything significant in space. Russia was also the first to send a probe into Venus’ atmosphere and to have something have contact with the moon’s surface. The United States is only significant in that they were the first to put a man on the moon.
