Which country is a functioning anarchy?

Anarchy is the absence political or judicial order. I would say many countries are well on the way to anarchy – even in the UK and USA it seems some judicial decisions can be bought and often are bought – depending on membership of certain groups. However by its very name anachy never survives for long – one cannot have an absolute vacuum of power – some other group will take over. That may be brigands, pirates, buccaneers- plutocrats, kleptocrats, mafia etc. etc. So whoever has the biggest fire power and the judges in their pockets gets to win. Montenegro is pretty much in this position now and Russia is heading there fast. However I do not think there can be any room for complacency in either the UK or the USA that we are immune from the sort of corruption which feeds anarchy and a take over by an amoral kleptocracy.
