While I’m sure you are very serious, however, biking, hiking and kayaking excursions sound a great deal more like Norway, Sweden and Northern Canada & Alaska. Costa Rica if fabulous for a vacation but the spots are protected. Panama can be lovely & hot and I can think of more countries in Central America great to visit in protected areas especially Belize & Scuba diving in the blue hole with the sharks (but not is not one of your interests or mine either but it’s my friends & she gets photographed with the sharks). Perhaps New Mexico & Arizona might suit your needs. The world is now a global village and where in the world can you find a safe desirable spot for Americans who want to bike, hike and kayake? Take a very good look around where you live now and try contacting the Better Business Bureau, perhaps a few mayors of towns & cities. The truly great places probably won’t tell you because they like it just the way it is. Try thinking of Ireland and Scotland! That might work but again

I watched a tv show about an American couple that bought a little resort in the beach in Roatan, Honduras. It was cheap and the place looked amazing. They contacted a real estate agent in that area and the agent was able to show them 3 different places for sale- you should try that once you pick a spot. Also it would be helpful if you both spoke Spanish or French depending which country you choose. I have a friend moving to Nicaragua and he is fluent in Spanish. I have another friend who just moved to Buenos Aires, Argentina and she is working as a spanish/english translator. She loves it there, maybe look into it but I don’t know about the hiking and recreation there.
