Which clean fuel vehicles qualify for a C plate to use the Express Lanes for free?
Only clean-fuel vehicles with a current C plate (Clean Fuel-Clean Air license plate) may use the Express Lanes for free. Under federal law Effective January 1, 2009, clean-fuel vehicle owners must apply for a UDOT-issued permit to obtain a C plate from the Division of Motor Vehicles. Under Federal Law, eligible clean-fuel vehicles may operate for free in the Express Lanes as long as carpoolers are not negatively affected. On a yearly basis UDOT evaluates the impact of C Plate vehicles on carpooling in the Express Lanes to determine the number of permits to issue.
