These semi-private schools aren’t governed by the same transparency obligations as regular public schools — even though they receive more than 80 percent of their operating budget from CPS. Although certified charter school teachers — considered “private contractors” by CPS — make a lot less than their unionized public school colleagues and draw fewer benefits, they still pay into the Chicago Teachers Pension Fund (CTPF).
