The problem you’re experiencing has nothing to do with shutter speed. Its called “shutter lag” – the time between when you press the shutter release and the camera finally takes a picture. Shutter lag is exacerbated when you are using the flash. When not using a flash you can minimize shutter lag by pressing the shutter release 1/2 way down to let the camera focus and set exposure. There really isn’t much you can do when using the flash – it has to recycle (recharge) before it can take another picture. I suggest going to sites like http://www.dpreview.com or http://www.steves-digicams.com and reading the reviews of all the available digicams and see which one has the least shutter lag with and without flash. Your only other option is a DSLR.
