Over the years I have ordered from Jerry’s, Dick Blick, Cheap Joe’s (Joe, the owner is a really nice guy), Artist Warehouse, Daniel Smith, etc. My very favorite brand of watercolor for quality and best cost are Daniel Smith Watercolors (big tubes/good cost). I used to use mostly Windsor Newton and some Maimari (always struggle with the spelling of this brand), but Daniel Smith are overall the best. I also love to work on Windsor Newton 140 lb. cold press (stretched). You can find it in various catalogs for $4 – $6 per sheet on sale (purchased in a 5 or 10 pack). I use Lowe-Cornell brushes. They are not pricey, but work fine. Hope that helps.
