Whether the Registrar can be penalized?
For example, in urban areas, a person is required to furnish the birth information to the Registrar of Births and Deaths in writing within 7 days from the date of occurrence. The Registrar has registered the event after 7 days of receipt of the information from the party. As such the event has been registered within 14 days from the date of occurrence. Whether the Registrar can be penalized?
