Thirteen years ago, the great Energia carrier rocket launched Buran from the Baikonur cosmodrome. It made two revolutions around the globe before landing. Our space-shuttle specialists say it was far superior in many ways to the U.S. shuttle, but the program had to fold because of financial difficulties. They worked out a system, M.A.K.S., which had no equal in the world. It made launching cargoes into orbit five to 10 times cheaper than it cost their foreign opposite number.
