The Head Start transportation regulations define Allowable Alternative Vehicle. The term “Allowable Alternate Vehicle” is used to describe a vehicle which complies with the FMVSS applicable to school buses related to crash survivability and mirrors, but does not meet the other FMVSS which apply to crash prevention, such as the requirements for flashing school bus lights and stop arms, or the provisions in Guideline 17 relating to the color of the vehicle and the use of lights and stop arms. Several bus companies are manufacturing AAVs – Collins, Liberty Bus to name a few.
