Where was the RRG licensed and how is it regulated?
The RRG was licensed as a captive insurance company in Vermont on December 14, 2007. The Captive Division of The Vermont Department of Banking, Insurance, Securities and Health Care Administration (BISHCA) is primarily responsible for regulating captive insurance companies and is comprised of highly experienced regulators. BISHCA has been accredited by the National Association of Insurance Commissioners (NAIC). The NAICs accreditation standards require that insurance departments have adequate statutory and administrative authority to regulate an insurers corporate and financial affairs, and that they have the necessary resources to carry out that authority. BISHCA regulates the RRG through quarterly financial monitoring and comprehensive triennial examinations. BISHCA enforces strict regulatory financial ratio rules and follows the Risk Based Capital rule (for solvency) established by the NAIC.
