Where was the Mandate of Heaven established?

I believe the Zhou dynasty of China established the Mandate of Heaven to justify their coming to power after the Shang Dynasty fell. They believed that if a dynasty had the support of the heavens that it would prosper and over time with weak rulers it will lose that support and disasters will begin to happen and then the next dynasty favored by the Heavens would come into power to restore peace.
