ICAO Doc 9432, the Manual of Radiotelephony might be what you have in mind although it’s not really what you would call comprehensive. There’s more phraseology in ICAO Annex 10 too. Sadly, though these docs may have some of the basics, R/T is something that can never be defined for every situation and develops along with experience.
