You don’t download Shader Model 1.1, at least not directly. A shader is a set of instructions that are used to program the GPU’s rendering pipelines. They’re part of DirectX as a whole; they’re not separable. If your card doesn’t support Shader Model 1.1 then you need to upgrade the card in order to use it. You can’t add the support through a software upgrade.
