Where Should Litter Control Programs Start?
Notwithstanding special and unique problems associated with marine litter, any litter control program can best be introduced in communities for two reasons: 1. More than 80 per cent of litter is found there 2. It is where the facilities and resources exist to reach people. This is where they: + live + work + go to school + attend church + belong to common interest groups + have ready communication available The strategy for reducing litter is to introduce a system that concentrates its efforts in communities and has the objective of getting to the heart of the matter. Public attitudes, habits and practises as they relate to littering and litter and building community pride must be changed. By explaining how waste becomes a litter problem in communities, a broader and deeper individual consciousness of litter and its undesirability is created.
