email the link to spam@uce.gov, and send the url to CERT. There are too many internet crimes for sites to be up for every eventuality. For example if you run into a fake online bank, you could contact aa419.org and they will talk to the web host and get it taken down. They used to steal the bandwidth, but most webhosts now know their word is golden. The sort of thing you are talking about is a quick-hitter where they move from web site to web site (“Move early, move often”) and the appropriate defense is to use MACOS or Linux which are both immune to viruses, or at least to virus damage, but you can report the dangers at those two sites.
