We’ve been given no plot-related explanation for the absense of Zero’s Buster in MMX4 or Xtreme 2. The easiest way of explaining it is merely that his priority weapon was his Saber, or to more simply say that Capcom plainly wanted to differ the styles of playing as X and Zero.
