Where is there unencumbered property?
All land is owned by someone. The U.S. government is the largest land owner in the U.S. The vast amount of desert in the Mojave Desert and the Southwest is almost entirely owned by the federal government. Much of the Rocky Mountains are also federal owned. There is a procedure that that will allow a citizen to lay claim to a certain sized parcel that is owned by the government for no direct cost. You must live on the property and make regular improvements. Much like the era just after the civil war.
