Without going and researching it to be exactly precise, I’m quite sure it’s probably Hawaii, quite closely followed by Key West, FL. Both are basically totally surrounded by water, which keeps them warm. The ocean currents are warmer near Florida, but Hawaii is closer to the equator. I believe what the other poster said, that Key West probably has never had a temperature below freezing. I live in Orlando, and we still get some decent winter effects at times (temps into the mid 20s a few nights a year). But down there it should be much better. Arizona gets quite cool in the winter because there isn’t much moisture and so temperatures swing much more (it also gets quite cool even at night in the summer). The west coast (California in specific) have much milder winters than most of the country, but they are much more stable somewhere around the 60s, whereas Florida and Hawaii reach towards 80 commonly even in the winter.
