In Assassins Creed Brotherhood to get the 3rd Borgia flag go to the northern most tunnel entrance to Piazza Del Popolo, stand on the entrance and look towards East side, enter any entrance, keep moving forward toward the south to building on southern side with an archway, on the eastern side of this building is a balcony, climb the plants and the flag is there.
