After getting the Rainbow Pass (you get this by getting the Ruby), sail to Six Island and head to the Ruin Valley. In the center of the valley is a place called the Dotted Hole. Use Cut on the entrance and descend to the bottom, where you will see the Sapphire. However, a Team Rocket Scientist will rob you of the Sapphire and take it back to the Rocket Warehouse on Five Island. Beat the Admin there and challenge the Scientist. Beat him and he will give you the Sapphire. Take it back to Celio on One Island and let him fix the Network Machine. Now you can trade with Pokemon Ruby and Sapphire!
