Under the left-side side cover. Pull on the top of the cover (just under the edge of the seat), and it will open. Place a towel or something over the master cylinder and the footpeg to avoid scratching the cover, and allow it to swing down. If it won’t swing down, just lift it and it will come completely off. Just to the rear of the frame rail you will see the fuses. I’m not sure which fuse is for the lights on the 2003 model, but if one — or more — has failed, it will be easy to find with a test light or VOM. Good luck.
