Where is the fuel filter located on a 1999 Nissan Quest?

In the 1999 Quest GXE (and I expect this is true for all Quest vans model years 1999-2002) it is underneath the driver’s seat (on the outside of the vehicle) behind a black plastic panel. The 4 bolts holding the panel can be removed with a 10mm wrench.
