The Final Attack materia can be obtained at the Battle Arena. First you must have won the W-Summon materia and the Omnislash. Use the Omnislash on Cloud and talk to the woman at the counter. She’ll ask you if you want to participate in the Advanced league. Say yes and defeat all 8 enemies. At the end you’ll receive the Final Attack materia.
