You cannot find Mew in Pokémon LeafGreen (or FireRed). The only way you can obtain Mew (besides using a cheat device such as GameShark or Action Reply) is by attending a Nintendo Event wherein Mew is given away, however, you won’t find a GBA event giveaway nowadays. Optionally, if you have Emerald Version, an e-Reader, and an Old Sea Map e-Card, you can travel to Faraway Island where you can find Mew. Nowadays, the easiest way to obtain Mew is by getting Pokémon Diamond, Pearl, or Platinum and trading for one via Wi-Fi.
