Memory for the user log cache and for other new 11.0.x features comes from total memory at startup time; consequently, you will see less memory remaining in the data cache after upgrading to 11.0.x unless you readjust your memory configuration. When you upgrade from 10.x (or 4.9.x) to 11.0.x, the server will allocate user connections * 2048 bytes (1 page) for the user log cache at start-up time. So, for example, if you configured 1000 user connections before upgrade, 1000 pages will be taken away from your other caches at upgrade time and allocated for user log cache.
