Any enforcement notice would be served on the ‘public authority’ (i.e. the University) as an entity, though the Chief Executive or equivalent is specifically responsible. The only exception is an important one. Staff may be personally criminally liable if they destroy (or instruct others to destroy) relevant information after it has been requested under the FOI Act.
