Where does the Master get all the money to equip the “Road Rovers” with such high tech equipment and weapons and maintain an awesome base of operations?
Another great question that was never directly addressed in the show. So here is my theory. In Where Rovers Dare the “Road Rovers” worked directly with the United Nations. Also, the masters of each Rover (when in Pre-Cano-Sapien form) are a head of a country. Though it has never been told either way whether they know their pets are really super heroes. My feeling is that they do. Because of these two things I think the United States and its allies help fund the “Road Rovers” and the Master because they help keep the peace. They probably don’t have a direct hand in their operation but place the money in a Swiss Bank Account or something like that.
