Means no other human (no one but Christ) is able to speak as knowingly and authoritatively about Heaven as ONE WHO HAS BEEN THERE DONE THAT like Christ! It is not saying others have NOT gone to Heaven, in the context you realize He is speaking to Nicodemus about “heavenly” things and though other humans went to heaven — example Elijah 2 Kings 2, they did not come back to earth to authoritatively tell people like Jesus was telling Nicodemus about Heaven. There are too many places in the New Testament that mention going to Heaven after you die. Christ granting eternal life and resurrection is a general theme throughout the New Testament.
