It was bad enough that police discovered a bikini dancer burned nearly to death outside the windowless Babes N’ Beer nightclub. But as 27-year-old Roberta Busby fought for her life Thursday, city officials said the former strip club where she worked should never have been allowed to reopen. “I’m infuriated that it’s still in business,” said Councilman Dennis Zine, whose office had waged a nearly decadelong war to close its doors. “As far as I know, this place was not permitted to operate.
