Where does R&D fit among President Bushs priorities for FY 2003?
The President’s FY 2003 budget would provide $112.0 billion for the federal investment in R&D, about $8.9 billion (8.6 percent) more than the current FY 2002 estimate (see Table I-1). The proposed increases for the Department of Defense (DOD; up $5.2 billion) and the National Institutes of Health (NIH; up $3.7 billion) are nearly equal to the overall $8.9 billion increase, leaving all other agencies combined with about the same amount of money for R&D as they had in FY 2002. Five of the eleven largest R&D funding agencies would see their R&D decline in FY 2003. (Please see Chapters 6 through 12 and Tables II-1 through II-19 for more information on R&D in the largest R&D funding agencies.) The Departments of Energy, Interior, Agriculture, and Transportation would all see their R&D budgets decline.
