Medi-Cal obtains the UPN at the time of contracting. Depending on the contract agent, the UPN may come from either the manufacturer or a distributor. • Will Medi-Cal provide a UPN-to-NDC “crosswalk?” A: No. The manufacturers of these products generally do not take the UPN and format it to an NDC-type number. This is a function of an independent third-party vendor. The UPNs required by DHCS for contracted items are submitted directly from the manufacturer and must be submitted on the claim exactly as indicated in the revised provider manual for new coding requirements.
