A2: The Higher Education Readiness Component (HERC) Task Force was convened by the Texas Education Agency, and included representation from 2-year and 4-year public institutions. The task force worked over several years on research studies and procedures to bring recommendations to the Texas Higher Education Coordinating Board for setting the college readiness standard.
