Where do they get seeds to grow seedless oranges?

I’m not sure if this applies to oranges, but some plants reproduce in ways different from seeds. Strawberry plants, for example, have “runners”, or stems that actually sprout new plants without disconnecting from the mother plant. Another more common one it the spider plant, where you can cut off the growing plant and it will develop its own roots.
