Wrong. Total operating expenses come out of revenues, ie all money taken in from postage and other services. The current losses are not losses from operations, but losses from the USPS being required to pre-fund the future costs of retired employee health care. Not just paying for the company share of today’s health care costs, like every other company does, but having to pay extra now for expenses that won’t come until later. Nobody else has to do this. Those arbitrarily picked numbers are in the billions annually. If that didn’t have to be paid, USPS would have made a small profit the last couple of years, even in this economy, and large profits the years it made decent ones. Does anyone actually believe those excess payments are going into a fund to cover those future health care costs? They are not.
