The Minnesota state constitution and law determine the distribution of Lottery proceeds. Currently, 40% of proceeds go toward the Environment and Natural Resources Trust Fund and 60% go toward the state General Fund. Additionally, the first 6.5% of Lottery sales (in-lieu-of-sales tax) is used for various natural resources programs and the General Fund.
